美國藝術教育國家標準是因1980年教育改革的努力所產生的結果，為美國教育改革的核心。2000年聯邦法律將規定藝術是一核心課程，如同英文，數學，歷史，公民和政治，地理，科學，和外國語一樣，在教育上具有同等的重要性。在形成的過程是由全國藝術教育協會聯盟(Consortium
of National Arts Education Association) 在國家藝術標準委員會的指導下，獲得美國教育部、國家藝術基金會、和國家人文基金會的經費補助，經過專家學者的共識，州級藝術教育架構的回顧，其他國家的標準以及數次國家公開討論會的考量後發展而成，於
1994 年出版。此份標準所涵蓋的教育範圍，是從幼稚園至十二年級，包括內容和成就的標準，成就標準在九到十二年級並區分為熟練的與高級的二階段發展。
這些標準中明示每一位年輕的美國人在完成中等學校課業時，對於四類藝術學－舞蹈，音樂，戲劇，和視覺藝術，所應該認識而且能夠去作的。其中談到學生必須能夠在四項藝術的學科－舞蹈、音樂，戲劇，和視覺藝術，達到基本的水準；必須能夠至少以一種藝術的形式熟練的傳達；必須能夠展現對於藝術作品的基本分析；必須具備認識不同文化和歷史時期典範藝術作品的素養；必須能夠聯接各藝術學科本身以及和不同學科之間的各種類型之藝術知能。
在標準所提四類藝術中之視覺藝術標準，總共包括六項：
1.瞭解和應用媒介，技術，和過程；
2.使用構造和機能的知識；
3.選擇和評價題材，象徵，和思想的範圍；
4.瞭解視覺藝術和歷史與文化的關係；
5.反省和評量他們作品和別人作品的特徵和價值；
6.連接視覺藝術和其他的學科。
每一項內容再依年級別而訂有不同層次的學生成就標準，其編排在各單項內容的標準部份，依年級的發展由簡單而漸趨複雜，在各年級的成就標準則依由認識以至於應用的方式組織。
美國音樂教育者全國大會1999年州立佛羅裏達大學豪斯賴特研討會上，總結並完成前瞻21世紀前20年美國音樂教育的觀念和行動的綱領性文件：《豪斯賴特宣言》。 《豪斯賴特宣言》重申了基於《藝術教育國家標準》的綜合、有序的音樂教育方案，強調通過現代科技、社會資源的優化組合和開發利用，以及發展師範教育和科學研究來進一步實現標準等任務。
《豪斯賴特宣言》向高等學校提出的主要任務是發展師範教育和科學研究。據稱，21世紀的前5年，美國中小學教師（其中公立和私立學校音樂教師近12萬）將有退休40%
或離崗。為了培養適應21世紀社會發展的教師，美國"全國專業教學標準委員會"
(National Board
for Professional Teaching Standards)編訂了包括音樂在內的各主要學科的教師標準，?新上崗的教師和有教學經歷的教師設立了兩類嚴格的考核準繩。《豪斯賴特宣言》也設想更改教師資格證書制度，吸引有能力的人員從事音樂教育工作。
1998年，音樂教育者全國大會的"研究課題組"(Research Task Force)推出以"前瞻思維"為題的"音樂教育研究指南"，擬定音樂教育創新和改革的53種研究課題，覆蓋了課程、學習與發展、評估、教學和師範教育、文化多樣性、接納殘疾人的教育、學校與社區，以及研究成果的傳播和應用，通過呼籲增進全社會對音樂教育的關注等範疇。
2003年的美國大學排行榜，對於200所學院進行了重新分類，並且增加了50多所學院，也反映出參加評比學院機構的增加。同時分類體系更加細化。這些分類包括授予博士學位的國家大學；按地區劃分的大學，授予學士學位和研究生學位；還有那些僅僅在藝術人文類授予學士學位的學院。
